Santos and Perdaman have today announced a non-binding agreement for the supply of 14.5PJ of natural gas per annum over 20 years, subject to a final investment decision for the Narrabri Gas Project.
The gas would be supplied to a proposed new ammonium nitrate plant near Narrabri to produce fertiliser for agribusiness, a key sector of the NSW economy. The plant would be developed in parallel with the Narrabri Gas Project to use appraisal and early development gas.
Hybrid power, a combination of gas-fired power generation integrated with renewable power generation will also be assessed to provide electricity to both the Narrabri Gas Project and the ammonium nitrate plant.
The plant is expected to support 700 jobs during construction and another 100 direct and 100 indirect ongoing jobs during operations. This is in addition to the hundreds of jobs that will be supported by the Narrabri Gas Project during both construction and operations.
These two projects will be a boost for small businesses and the communities in and around Narrabri.
Santos Managing Director and CEO Kevin Gallagher said Santos has committed to develop the Narrabri Gas Project solely for the east coast domestic gas market.
“Narrabri gas will be very competitively-priced gas. Santos will bring to Narrabri our experience in Queensland where we have reduced connected well costs by a massive 84 per cent since 2015. Keeping the cost of supply down is a very good way to keep gas prices down,” Mr Gallagher said.
“The Narrabri Gas Project could produce enough gas to supply up to half NSW’s needs.
“It’s also very important to us that the environment and water resources are protected, and NSW has very strong environmental regulation to ensure Narrabri can be developed safely and sustainably. The Narrabri Gas Project is currently being assessed by the NSW Department of Planning ahead of a decision by the Independent Planning Commission.
“We want the process to be comprehensive and robust so the community can be confident in the outcome. There is no place for politics in the independent planning process,” Mr Gallagher said.
Manufacturing customers like Perdaman recognise the importance of locating new plants close to new natural gas supply sources and are hopeful the Narrabri Gas Project will proceed to a final investment decision as soon as possible.
Narrabri is ideally located for new manufacturing with nearby access to the new Inland Rail linking key east coast ports and the national highway system.
Perdaman Group’s Founding Chairman and Managing Director, Mr Vikas Rambal, was pleased to enter the agreement with Santos.
“The cheapest gas for manufacturing projects like ours is always going to be available close to the supply source so you don’t have to pay for long-distance transport and unnecessary processing,” Mr Rambal said.
“We will bring new competition, which is always good for prices, to the fertiliser market in NSW and that will be good for farmers in the region.”
“And new industries will help support small businesses, better infrastructure, better health and education services, and growth in the communities in and around Narrabri,” Mr Rambal said.

A $4.3 billion urea fertilisers plant proposed for Western Australia has taken a leap forward after private project backer Perdaman Group inked a large gas purchase contract with Woodside Petroleum that also gives a boost to the proposed $US11 billion ($15.2 million) Scarborough gas project.
Perdaman’s chemicals and fertilisers arm signed a binding deal with SNC-Lavalin for the construction of the plant, which will produce about 2 million tonnes a year of urea, mostly for the export market.
While Perdaman is still to lock in partners for the project and finalise financing and approvals, it is targeting early 2019 to begin construction. Chairman Vikas Rambal said it would kick-start a new wave of local manufacturing in the state.
Under the 20-year gas deal, which firms up an initial agreement announced in April, Woodside will supply 125 terajoules a day of fuel, mostly from its Scarborough field, which is also earmarked to supply an expansion of the Pluto LNG project.
Deliveries of gas are due to begin to the urea plant between 2023 and 2025 and the contract can be extended by five years to 25 years in total.
Woodside chief executive Peter Coleman described the deal as “significant”, noting it represented another step towards delivering the Burrup Hub, which would see gas supply and production optimised between the Pluto and North West Shelf ventures that lie close by each other on the Burrup Peninsula.
“The realisation of our vision for the hub will ensure that the world-class North West Shelf and Pluto facilities on the Burrup Peninsula are positioned to meet both domestic gas and global LNG demand for decades to come,” Mr Coleman said.
Woodside is targeting a final investment decision on the Scarborough project, which will also involve an additional LNG train to be built at the Pluto site, in late 2019.
Some 2000 jobs will be created during the three-year construction of the urea plant at Karratha, with 200 jobs involved once production starts. Perdaman estimates the project will bring some $US15 billion into the local economy over the life of the plant.
Meanwhile, Perdaman and Woodside agreed to co-operate on a hydrogen and gas technology park that is to be powered by renewable energy. The park would support the Burrup Hub and the development of a broader renewable energy economy in WA targeting the domestic and export markets.
The park, to be used for trials and field testing, is the latest of several alliances that Woodside has struck in its long-term push to develop a hydrogen business that would complement its LNG export activities.
Perdaman Chemicals and Fertilisers (Perdaman) has signed a binding Heads of Agreement with SNC-Lavalin for the EPC (Engineering, Procurement and Construction) work for its Urea Project in Western Australia.
Perdaman will invest a total of A$4.0 billion to develop the plant that will utilise local natural gas supplied by Woodside for fertiliser production, using innovative and low emissions technologies. This project will put Western Australia (WA) on the world map as a manufacturing hub for finished products for the Asia Pacific market.
The Urea Project, which has been awarded “Project of State Significance” status by the WA State Government, will provide a major boost to the WA economy by generating on average 2,000 jobs during the three-year construction phase. On completion, the plant will provide 200 permanent jobs in Karratha. Perdaman and the WA State Government will work in collaboration to facilitate access to common infrastructure support such as port, land and service corridor for the successful completion of the project. With the capacity to produce two million ton of urea per annum, primarily for export, the plant will generate more than A$850 million per annum in export earnings for WA. The Karratha urea project is a true and classic example of gathering local resources for manufacturing and providing opportunities to the local people.
Mr Rambal said, “signing the agreement marks a significant step forward for the Karratha Urea Project and the news would be welcomed by the project’s supporters throughout WA, particularly in the Karratha region. We are now full steam ahead on this project, working with WA Government Departments for the various approvals regarding this project, including the community consultation processes which will continue later this month.”
The expected date for the start of construction will be either end of 2019 or early 2020, pending environmental approvals. SNC-Lavalin’s President for Oil & Gas, Chris Brown, said the company is pleased to be part of this important WA state project.

Haldor Topsoe’s new SynCOR™ technology was chosen for the ammonia plant which will be the first worldwide to use Topsoe’s state-of-the-art technology for large-scale ammonia production. Today, Perdaman Chemicals and Fertilisers (Perdaman) and Woodside Energy Limited (Woodside) signed a historic Gas Sale and Purchase Agreement (GSPA) for the supply by Woodside of domestic gas to the proposed Perdaman Urea Plant on the Burrup Peninsula in Karratha for a period of 20 years with option to extend to 25 years.
Perdaman’s two million ton per annum urea plant has been awarded “Project of State Significance” status by the WA State Government. The State has committed to undertaking work to amalgamate two sites reserved for the plant on the Burrup Peninsula and has committed to working with Perdaman’s technical team to facilitate access to common user infrastructure and port.
Key highlights of the project are as follow:

Two proposed petrochemical developments on the Burrup Peninsula — Wesfarmers’ methanol plant and Perdaman’s urea plant — have taken a step forward today with separate referrals to the State’s environmental watchdog.
Wesfarmers, together with Coogee Chemicals and Mitsubishi, is conducting a pre-feasibility study to build a 1.8 million tonne-a-year methanol plant estimated to cost about $US1 billion ($1.4 billion).
Perdaman proposes to build a 2mtpa urea plant at a cost of about $US3.3 billion-plus ($4.6 billion).
Last month Perdaman chairman Vikas Rambal said that, subject to approvals, construction of the urea plant would start in the first quarter of 2020.
Gas to feed the plant will come from a “nearby domestic gas plant” that could only be the existing facility at Woodside’s North West Shelf project or a new facility built at the Perth-based company’s nearby Pluto LNG project.
Among the issues listed by the Environmental Protection Authority for consideration is the potential for emissions from the urea plant to impact Aboriginal heritage sites and rock art.
The State Government has launched the process for World Heritage listing of the Burrup peninsula that has more than one million rock engravings.
A Senate inquiry concluded in March that the protection of the engravings was crucial for future generations because of their vast cultural and historical importance.
Last month Murujuga Aboriginal Corporation chief executive Peter Jeffries said he was concerned about the effect on the rock art of industry emissions from the Burrup.
The MAC wants new industry to be located at the Maitland Industrial Area about 25km south-west of the Burrup.
Both referrals are open for public comment for seven days.
Woodside’s North West Shelf LNG plant was the first significant industry on the Burrup peninsula followed by the Pluto LNG plant.
Norway’s Yara has two plants in the area producing 850,000 tonnes of liquid ammonia a year for fertiliser and 330,000tpa of technical ammonium nitrate for explosives.
