Perdaman Chemicals and Fertilisers (Perdaman) has appointed Société Générale Corporate and Investment Banking as its financial advisor for the Collie Urea Project in Western Australia.

As financial advisor, Société Générale’s role involves assisting Perdaman to identify, coordinate and arrange debt funding sources for the Project’s development, as well as access to relevant markets.

Perdaman and Société Générale are working towards achieving financial close for the Project around the middle of 2010. Currently, the permitting and environmental approvals for the Project are expected to be complete by December 2009. The engineering procurement construction contractors have been secured and the core technology selected.

Perdaman Chemicals and Fertilisers (Perdaman) has selected its coal gasification, ammonia and urea melt and granulation technology providers for the A$3.5 billion Collie Urea Project in Western Australia.

The state of the art technologies will be sourced from three international companies. Oil and gas major Shell will provide the plant’s core coal gasification and gas treatment technology, with Danish company Haldor Topsoe A/S providing the ammonia synthesis technology, and Netherlands company Stamicarbon BV providing its Urea 2000 plus^TM melt technology and fluid bed granulation technology.

Each of the technology providers is a world leader in its field and they will all work closely with the EPC contractors to complete the detailed engineering design work for the 2 million tonne per annum plant.

The Collie Urea Project will transform sub‐bituminous coal into urea, a widely used form of fertiliser, using state of the art emissions coal gasification technology. The plant will generate in excess of A$850 million per annum in export earnings for Western Australia.

Mines and Petroleum Minister Norman Moore today announced a new study examining the potential for carbon capture and storage in the State’s South West.

Mr Moore said that the ‘Lower Lesueur Carbon Dioxide Geosequestration Study’, a desktop analysis of the suitability of locations to store carbon dioxide in the Southern Perth Basin between Bunbury and Mandurah, could also help in developing clean coal technology.

On Thursday 4 June 2009 the contract for all Engineering, Procurement and Construction work on the Perdaman Urea Plant in Collie has been signed by Samsung Engineering Co. Ltd. of Korea and P.T. Inti Karya Persada Tehnik (IKPT) of Indonesia.

WA Today – Collie plant to be built by Koreans, Indonesians

Perdaman Chemicals and Fertilisers (Perdaman) has signed a binding Heads of Agreement for the EPC (Engineering, Procurement and Construction) work for its Collie Urea Project in Western Australia involving Samsung Engineering Co. Ltd. of Korea and P.T. Inti Karya Persada Tehnik (IKPT) of Indonesia.

Samsung will act as the lead contractor for the EPC work, which consists of the gasification island, which is central to the conversion of coal to hydrogen rich gas, the product island, which converts gas to urea, and the various utilities. The contract comprises Phase 1 work up to financial close for the project during the first quarter of 2010, and for Phase 2 construction work scheduled to start later in 2010.

Perdaman’s Chairman and Managing Director Vikas Rambal said the company had undertaken an exhaustive tender process that commenced in late 2008 with a number of major international contractors and involved five months of technical and commercial evaluation.

“We selected Samsung and IKPT because they demonstrated the experience, technical ability and financial strength to successfully complete a project of the size and complexity of the Collie Urea Project to within 2013 timeframe.”

On 6 March 2009 Perdaman Chemicals and Fertilisers formerly North West Chemicals and Fertilisers unveiled the new company name and plans to construct a $3.5 billion urea manufacturing plant in Collie, Western Australia.

The Premier; Minister for State Development The Hon. Colin Barnett MLA and The Minister for Regional Development; Lands The Hon. Brendon Grylls MLA announced the release of 246 hectares for the Shotts Industrial Park, of which Perdaman Chemicals and Fertilisers will be they key tenant.

More than 50 guests travelled to Collie where Perdaman Industries Chairman and Managing Director Vikas Rambal announced the plant and new company name.

A cocktail evening was also held at Burswood Entertainment Complex on the same day where more than 150 guests celebrated the announcement.

Mr Vikas Rambal dedicated the launch to his late father Perdaman Krishan Rambal and said the construction and operation of the plant provided positive economic news for both the Collie region and Western Australia.

Perdaman Chemicals & Fertilisers (previously NWCF) plans to build and operate a world-scale urea manufacturing facility in Collie, Western Australia.

The SOI (Solicitation of Interest) document and information package has been issued to major Australian and international contractors and technology suppliers to illicit proposals to participate in engineering and construction of the project.

The SOI provies a description of work to be taken for the project and includes relevant technical and commercial information relating to contractors’ potential participation in the project.

Reponses to the SOI will be used to select contractors and/or consortiums with whom Perdaman Chemicals & Fertilisers will enter into negotiations for participation in the project.
